Welcome. It's a very common question that all new detectorists asks. There are a section on this on the FAQ section. The short answer is yes, you can detect the beach as long as you make sure it's not a protected area. (YouTube my name (norway digger in ireland) and I have a video on the law. Regarding detector...budget is basically the be all and end all. Use YouTube and see reviews on how the detector behaves on salt water beaches. Minelab is my recommendation.

Welcome mckelvey20. That’s a nice part of the world up there!! As norway said it’s down to cost and performance of the detector. To get started you must decide on affordability. If you decide that it’s a hobby you will try with the possibility to give it up after a while due to circumstance then it’s done deal. You might look on this forum for used detector information. The main thing is to get started. Don’t delay too long. Abide by the laws and pay attention to the areas to avoid. You will be safe on most beaches but check the archaeological map and FAQ section. Stay safe and stay healthy.
